1) How are identifiers ensured to be unique?
A: the CN validate identifiers for uniqeness when harvesting content from MNs

2) Are there specific identifier schemes supported, or is uniqueness within DataONE sufficient?
A:  allow for any current identifier schemes. No white space, <800 characters in length.

3) Can a MN join at one tier and move to a different tier at a later time?
A: yes, can join and then shift
